QTSC Chain proposed its new management model to Ministry of Information and Communications

On June 13th, 2023, QTSC Chain Management Council had a meeting to propose a new management model and briefly report on activity results of the Chain to the Ministry of Information and Communications (MIC).

The meeting was chaired by Mr. Nguyen Huy Dung - Deputy Minister of Information and Communications. Participating in the program were Mr. Lam Nguyen Hai Long - Standing member of QTSC Chain Management Council, CEO of QTSC, Mr. Vu Quang - Deputy CEO of QTSC and the consulting unit - research group of University of Economics HCMC.

At the beginning of the meeting, QTSC’s representative presented the preliminary report on the pilot results of QTSC Chain model after two stages of implementation (phase 1 from 2016 to 2020, phase 2 from 2021 to 2023). Accordingly, QTSC Chain was formed in 2016 as a breakthrough, innovative and unprecedented model in Vietnam. After two pilot phases, the Chain has had four official members namely QTSC, VNU-HCM Information Technology Park (VNU-ITP), Thua Thien Hue Center of Information Technology (HueCIT), Information and Communication Technology Center of Binh Dinh Province (ICTBD), and has spread widely across the country such as Hau Giang, Khanh Hoa, Tien Giang, Can Tho, etc. In which, QTSC is now assessed as the largest and most successful concentrated IT zone in Vietnam by the MIC.

Based on the experiences gathered through the pilot phases, together with the goals of improving the operation model of QTSC Chain, promoting the development of chain members, the Chain Management Council and the consulting unit has studied a number of successful models of similar organizations in the world, as well as recorded the contributions of domestic and international experts to propose building the new management model of QTSC Chain. Particularly, the consulting unit presented the results of research, analysis and clarification of the foundations that had formed the Chain model from policies, legal documents, organizational structure to current development reality and so on. At the same time, they also raised the advantages and existing problems in order to make an objective assessment, thereby building and proposing possible solutions for the new management model of the Chain according the actual situation and operating more efficiently.
