The seminar “Promoting investment in concentrated digital technology park” took place on the morning of December 5, 2025, at QTSC. The event was co-organized by the Department of Information Technology Industry (Ministry of Science and Technology), the Foreign Investment Agency (Ministry of Finance), QTSC, and the Ho Chi Minh City Digital Transformation Consulting and Support Center (DXCenter). The program attracted more than 200 delegates representing state management agencies, government departments, investment-promotion organizations, and technology enterprises.
In his opening remarks, Mr. Nguyen Khac Lich, General Director of the Department of Information Technology Industry (Ministry of Science and Technology), emphasized the special significance of the seminar as Vietnam enters a new stage of development in the digital era. The establishment and expansion of Concentrated digital technology parks are considered key to shaping a “space for innovation,” where technology enterprises can experiment, innovate, and scale up based on shared digital infrastructure such as cloud, data centers, chip-testing labs, or supercomputers for AI training. These parks are not merely functional zones, but comprehensive ecosystems that nurture knowledge, foster research and development, and create new value for the economy.

The seminar provided a multi-dimensional perspective through four in-depth presentations: updates on mechanisms and incentive policies for Concentrated digital technology parks; an introduction to the urban tech complex model of the Yen Binh Digital Technology Park; insights into development strategies linking digital technology parks with the semiconductor industry and innovation; and nearly 25 years of QTSC’s experience in building and developing a digital technology ecosystem.
QTSC highlighted the importance of synchronized infrastructure, favorable procedures, comprehensive shared services, and high-quality human resources in attracting global technology corporations. QTSC also shared its development orientation toward a "Digital technology park – smart and green city", focusing on building a comprehensive ecosystem and advancing key breakthrough technology areas such as digital infrastructure, cloud computing, big data, cybersecurity, digital talent, innovation, startups, etc. This orientation aligns closely with Ho Chi Minh City’s policy direction to expand and establish multiple concentrated digital technology parks across the city, thereby accelerating digital transformation and digital-economy development.
During the discussion session, experts, enterprises, and representatives of regulatory agencies focused on analyzing the potentials, competitive advantages, preferential policies, and investment cooperation opportunities for the Concentrated digital technology park model—topics that attracted strong interest from the technology community and investors. Alongside the seminar, a technology exhibition showcased a variety of solutions including digital transformation platforms, data center infrastructure, AI, IoT, and cybersecurity, creating space for technology enterprises, investors, and local authorities to connect and exchange practical implementation experiences.
The event marked an important step in strengthening the link between policies, enterprises, and investors, paving the way for the formation of digital technology park models across localities and opening opportunities for new investment projects. The seminar affirmed the shared commitment to positioning Vietnam as a leading destination for the digital technology industry and building a sustainable, globally connected digital technology ecosystem.
