On the afternoon of February 13^th, 2023, the University of Economics Ho Chi Minh City (UEH) having collaboration with the Institute of Smart City and Management (ISCM) hosted a workshop to discuss the new management model of QTSC Chain. The main aim was to record the comments of foreign experts to complete the model.

Attending directly at the workshop was Mr. Lam Nguyen Hai Long, CEO of QTSC, Standing member of QTSC Chain’s Management Council, a representative of Army Software Park (ASP), and the UEH's research team. In addition, there was also the participation on the online platform of representatives of the Information Technology Park of Vietnam National University Ho Chi Minh City (VNU-ITP), the Information Technology Center of Thua Thien Hue Province (HueCIT), Department of Information and Communications of Ho Chi Minh City, Mekong Innovation Technology Park, Korea Technopark Association - KTPA, and professional experts.

On March 3^rd, 2016, the Decision No 333/QD-TTg was issued by the Prime Minister on establishing QTSC Chain model. As a breakthrough in developing the Vietnam software industry and startup community, this project has emphasized and highlighted the existing roles and brands of the two members: QTSC, VNU-ITP. On December 28^th, 2019, the QTSC Chain continued to admit HueCIT as new member. On June 18^th, 2021, the Prime Minister signed Decision No. 966/QD-TTg on continuing to pilot the model of QTSC Chain until December 31^st, 2023.

In order to improve the efficiency of QTSC Chain’s management and organization activities, researching a new management model is essential content in completing the pilot and replicating it in the national and regional areas.

In the program, UEH representatives presented the typical features of QTSC’s development process and showed the ability to build the Software City Chain Management Model in Vietnam, and at the same time, analyzed the successful Software City Chain Management Models in the world. Thus, the success factors were identified and the "QTSC Chain Management Model" was proposed, which is suitable for the actual situation and works effectively in Vietnam.

Discussing at the workshop, Chain members raised many questions for Korean experts to understand better the management model, operating method, and how software parks in Korea connect and share with others to be able to apply in Vietnam.

It is expected that in early March 2023, the next workshop will be held to record the discussion opinions of domestic experts. Based on the contributions and criticisms of domestic and foreign experts, the QTSC Chain management model will soon be implemented.
