Towards Industry 4.0 and the project to develop Ho Chi Minh City as a smart city, the departments of state agencies are applying information technology (IT) to minimize the processing time in their administrative procedures and promote the development of e-Government also. Understanding those needs, QTSC has implemented document digitization solutions for creating district-level database.
Reality shows that data storage in districts is almost unstructured according to standard processes, the paper documents have been neither classified nor made archive catalogs in the stock. Document management and using processes have been still done manually.
QTSC has applied the technology in digitizing documents to convert from paper documents stored in stock or document cabinets into digital documents stored in computers, servers or digital storage devices. All data is organized in a way that preserves the integrity of the records and secures all information. There are some recommendations of QTSC to apply IT in document management in districts with ease and convenience:
- Digitize documents at departments to create databases about: Economy; Justice; Environmental resources; People with merits; Land.
- Build and deploy the operational software for corresponding groups.
- Establish and develop Web Portal of Districts.
With the document digitization solutions, hard copy records are stored as before but rearranged more scientifically that help extend the using duration of documents and increase work efficiency. The information is organized in a scientific way, easily duplicated and searched so as to speed up the feedback results process, ensure information transparency and save storage costs (space saving, staff costs).
